A little info on what OXY has done in the past when entering mature areas.

streetadvisor.com

Occidental increased production in the Idd el-Shargi North Dome field in Qatar from 20,000 b/d in mid-1994 to more than 125,000 b/d in 1998. Output was later restrained by the Organization for Petroleum Exporting Countries (OPEC) quota for Qatar. Operating and overhead costs were reduced from $5.52 per barrel of oil equivalent in 1995 to $2.85 in 1998, the most recent data available. Production data for 1999 has not yet been released.

Utilizing the company?s enhanced recovery technology, Elk Hills natural gas sales approached 350mmcf per day at year-end 1998, compared with about 150mmcf per day when Occidental acquired the property in February 1998. Production data for 1999 has not yet been released.

JQP, Shell and BP Amoco could never make the tough decisions to put Altura in shape since it was never clear which company was in charge. The reason for that is Shell/BP Amoco tried to run a Permian Basin operation from Houston, mainly because a couple of higher up managers did not want to move from Houston....bad mistake operationally...

Oxy IMO will make a much higher return from these assets for three reasons which I shouldn't print....

I like OXY's purchase. Positive impact on earnings conservatively estimated at 50 cents - One analyst just upgraded earnings to $2.80 this year. They will probably increase Altura's production like they did in Elk Hills. OXY pays almost 6% a year in dividends. This thing has buy written all over it. The Street advisor has been saying a lot of positive things about it:
