Like I said.

It's a damned if'n ya do and damned if'n ya don't.

The real damage here is that there's no indication the company is going to change the way it operates (which is what got them to 950,000,000 outstanding in the first place). Looks to me like Vellema is hitting the big "reset" button so he can start the game all over again.
