Sorry, I was trying to get at the questions of "Is it effective?" & "Is it right?".

I think "all" might be excessive = in some western states at least.

I think the move toward liberalized building codes in reference to wood burning & allowing corn burners could have a massive impact without subsidization, though home heating is not the lions share of use.
