You are a hard man<VBG>.....Take the House. The Republicans only had a majority with the Gypsy Moths from the Northeast, like Shays, so if they were not careful, they could have lost the vote. In addition, they had good reason to feel that it should not be strictly partisan, and to seek Democratic votes. If they played it right, they got Blue Dogs and miscellaneous stand up guys, if they played it wrong, they could lose the entire bill. Well, they managed a couple of counts, and good for them. In the Senate, it was even trickier. One of the things you have to take into account is that a simple majority could have shut down the trial at any time, and there was a fear that some moderate Republicans would vote with the Democrats on that unless they were satisfied with an expedited trial. Now, you want to bitch about the moderates? Be my guest. Just understand the constraints under which the leadership operated..........
