The document, which has been kept secret since the agreement was finalized in November 1999, will be released by the Clinton administration and the Chinese government as early as Tuesday in Geneva and Washington, the sources told Reuters. Key U.S. lawmakers, including Senate Republican Leader Trent Lott of Mississippi, had urged the Clinton administration to release the full text of the agreement, which calls on China to open a wide range of markets, from agriculture to telecommunications. ``We sent the legislation to (lawmakers on) the Hill and we felt it made sense to release the agreement to the public,' an administration official said, adding that the decision was made after talks with the Chinese government. The White House hopes release of the document will clear the way for a swift vote in Congress on legislation that would grant Beijing permanent normal trade relations (NTR) -- a status it now gets only after an annual congressional review. Permanent NTR would guarantee Chinese goods the same low-tariff access to U.S. markets as products from nearly every other nation, and ensure that U.S. companies benefit as China opens its markets under the agreement, the White House says. The Clinton administration had previously insisted that the document be kept secret, out of concern its release would prejudice unfinished trade negotiations between China and other World Trade Organization (WTO) members, including the European Union.
