I believe that is short for shelf registration. That is, as far as I know, a registration where you file to issue shares, but don't actually issue them right away -- rather, you put them on a shelf to be used when needed, like when you need to raise more cash in a hurry.

Shelf registration usually means dilution...could be why the stock has sunk to under $1.
