Key Design issues

Engineer has commented on the complexities inherent in the GSM stack, which echoes my sentiment.

The API is the other key ingredient. The stack vendors engineer mentions do not supply the API. QCOM will have to do this, and they have, up to now, come up short
of the standards expected by OEM's
