Before anyone starts wailing in Europe again, this isn't quite true. Each of the network operators wanted to offer a set of services unique to their operation. The CPHS standard (an extension to GSM) is an example of this.

The differences between networks are handled via the SIM card software, and its interaction with other stack elements.
