It's still a Ponzi scheme for the new-sters. You only need $ 3000 in annual income to qualify for benefits later on. They've never indexed the eligibility rules to match the prevailing minimum wage, let alone the prevailing mean. The $ 3000 floor matches the $ 3000 ceiling in place in 1970 for income on which to pay SS taxes. Since then, they've also mucked around with an Earned Income Tax Credit which allows people to get rebates on their SS and Medicare taxes as well.
