Major elements:
First 2Mbyte...
- Dual band GSM protocol stack (including SMS; Data\Fax Services);
- MMI;
- SIM Tool kit support;
Second 2Mbyte
- Vox services (a big portion of the 4Mbyte);
- ConnectionlessWAP with elements of TCP/IP (say UDP?);
- Chinese language support (T9 input) ... maybe...;

you would be hard pressed to get all that into 4M - notice I've left GPRS off the list.
