If a x486 with windoes 3.1 is providing the same value to you today as it did in the past, to the extent that you do not feel the need for a PIII machine with Windows 2k, where is the depreciation coming from? If you do not want to build your own computer, buy it online with just the O/S installed.

To sum up:

1) a majority of consumers voluntarily want to upgrade from the Windows 3.1/x486 boxes as they perceive greater value in doing so, and
2) nobody is forced to upgrade as there are several feasible (but not necessarily as convenient, which is the problem of not adopting the popular solution) alternatives.

So, what is the problem here as far as the CPI is concerned?

I see that you have sidetracked my point that someone from a lower economic stratum may not agree with you about the cost/quality ratio of services provided by the Govt. :-)
