AS far as I know it is a dirty trick to be able to short downtick (as you are supposed to be allowed to short only uptick). You first buy and short simultaneously a stock uptick (eventually through different accounts), then you have a neutral position. When you want to short downtick you just have to sell your long position. This practice is indeed forbidden.

Shorting against the box is selling short stock you also hold long, usually to preserve capital gains without taking them and paying taxes.

The law changed on this not long ago, making it more difficult to execute this strategy, but I'm not in a position to give you specifics.
