Of course, in the end, Hillary will be blamed for a lot of the problems of the Administration, in order to improve Bill's reputation. If it weren't for her greediness, they would not have gotten so entangled with MacDougal and Whitewater, and this whole mess wouldn't have gotten started. She was responsible for the travel office fiasco; she was one interested in FBI files; she insisted upon bringing Web and Vince into the White House. If only she were not so cold, Bill wouldn't stray...Etc........
