I take it to mean that Wind's VxWorks was chosen over other competing RTOS to operate under the product to be developed by a licensee. So the product was designed and created with VxWorks. Now the next question, will it cross the chasm?

When the design engineers are selecting the components for a new product or a new version of a product, they evaluate competing components based on such criteria as cost, reliability, ease of integration, performance, and the ability of the manufacturer to meet demand. When a component manufacturer is selected, they have a "design win".
