Try reading Article II, Section 8 --

Section 8. The Congress shall have power to lay and collect taxes, duties, imposts and excises,
to pay the debts and provide for the common defense and general welfare of the United States;
but all duties, imposts and excises shall be uniform throughout the United States;

You might also check out the preamble ---

We the people of the United States, in order to form a more perfect union, establish justice,
insure domestic tranquility, provide for the common defense, promote the general welfare , and
secure the blessings of liberty to ourselves and our posterity, do ordain and establish this
Constitution for the United States of America.

Where in the Constitution does it say "provide for the general welfare?

Article I, Section 8 begins:

"The Congress shall have Power to lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;"
