The numbers are based on the cost to RENT a home in major metropolitan areas. Nearly every major metropolitan area has some form of rent control which limits increases to around 3 percent per year.

In other words, the number is rigged.

It is a backassed goofy "rental value" calculation. I don't have the stomach to explain how bogus it is. -s-
