Regardless of the degree of change in the fabs (and it is not as simple as you imply) CPUs and RAM are different products with different design/marketing issues.

Have your read "Only the Paranoid Survive"? This decision to abandon RAM in pursuit of the CPU market was a gut wrenching one that was recognized as a "make or break" move by the entire board of directors on down to the fab managers.

Automobile makers can make army tanks with some fairly simple retooling, too, but...well, you get the point.
