China is changing, and the pace of change has accelerated considerably over the last 5 years. Anyone who travels in China regularly or does business there can confirm this.

The Chinese government is not the monolithic entity that many Americans believe it is; there are factions, and factions within factions. The Communist old guard faces a problem which has toppled many dictators in the past: they need economic growth, but to get it they have to allow outside investment, greater access to technology, information, and education, greater internal mobility, more contact with the outside world. All of these foster dissenting opinion, which has a tendency to reach critical mass at a certain point. Our task is to keep the Chinese economy open until that point is reached. The physical aging of the old guard is also a factor that must be considered.

The only way the "one china, two systems" theory could have credibility is if it were first implemented in a few of the mainland provinces.
