That was the only point. Cleveland has terribly rigid neighborhood segregation. While there is virulent racism in both regions, there is more likely to be the crossing of racial boundaries in the South, even under the segregation regime. This is one reason why some Northern blacks are more comfortable returning to the South. I have read that there has even been a bit of a counter- migration back to Mississippi, of all places. The "home country" for a lot of these people is not Africa, but the rural South........
