Individual stocks like HAL RIG GLM are simply way too enticing not to be start to build full, or even leveraged positions (for those so inclined) intot the OPEC meeting.

Sarge did you ever consider that TDW's announcement to build deep water boats was just posturing. They've been trying to buy boats for awhile and the prices have been too high. So they announce to the market that they plan to build a few (firmer plans to be announced later) to bring down the prices. TDW knows that the boat market is over supplied right now. I bet that if TDW buys a few boats in the next few months that their building plans will be scaled back.

FWIW, I agree with Diana. We will get an announcement this week about what the OPEC production increases will be. Next Monday's meeting will be just a formality.
