I read what seemed a reasonably objective account of the proceedings:

iht.com

and didn't see anything wrong with the comments, except, of course, that they came from She Who Can Do No Right. It seems quite reasonable to fund additional studies on the effects of such drugs on very young children.

The article states that:

the Journal of the American Medical Association reported a steep rise in the number of children who got prescriptions for psychotropic drugs. The association's study found that the number of preschool children on antidepressants increased by more than 200 percent from 1991 to 1995. The number of children ages 2 to 4 taking stimulants such as Ritalin more than doubled. And the number of children younger than 5 taking clonidine - used for those with attention-deficit/hyperactivity disorder or those exhibiting disruptive behavior - increased 28-fold... The study, which looked at some 200,000 patients in the United States, also said research on the effects of such drugs on young children was 'anecdotal' or 'not rigorously studied.'

I would say that figures and comments like that sure as hell warrant somebody's attention. If my family physician tried to give my 4 year old Ritalin I'd be in the market for a new doctor fast. Unfortunately, all too many people do whatever the doctor tells them, without asking any questions.
