Oh, read a little further. They're not getting completely out of the modem business:

3Com said it would sell its modem business to a joint venture it will form with Accton Technology Corp. of Taiwan and NatSteel Electronics Ltd. of Singapore. Terms weren't disclosed, although Mr. Benhamou said the payment to 3Com would be "substantial." 3Com will retain a stake of less than 20% in the unnamed joint venture.

As part of the deal, 3Com will part with the U.S. Robotics brand name. 3Com's 1997 acquisition of U.S. Robotics Corp. proved a distraction and big disappointment, even though 3Com acquired Palm as part of the deal. 3Com also said it would sell an Illinois factory once owned by U.S. Robotics, where it still makes modems, to NatSteel for an undisclosed sum.
