Yes Indeedie... Could get very interesting.

That is one of the reasons that China is risking domestic insurrection along the Yangtze river by displacing 2-3 million people in order to bring the 3 Gorges dam online.

They need the addition energy in a major way. Entire cities are being relocated and for a people who have always had strong ties to the land, that is a far touchier subject for them than it might be in the US.

Btw, one of the reasons that Japan made war on the US was over our embargoes of energy and scrap iron to them. By July, 1941 the Japanese only had 18 months worth of fuel reserves, thus forcing their hand. (not that I consider that an adequate excuse for throwing the entire pacific region into world war).
