Has anyone else, who watches pre-opens, been noticing that the relevant bids and offers are being with-held until closer and closer to the open.

Seems to me that until a few months ago the large bids or offers were being recorded fifteen or twenty minutes before the open,
then that was reduced to ten minutes,
then that was reduced to under five minutes,

and lately, with WIN at least,

someone has been waiting until the last minute,
then the last few seconds,
to place large (relatively) sell orders on the open.

It has now become the usual thing to see significant orders being placed in the last fifteen seconds before the open.

Sure is making it harder for individual investors, who need anywhere from twenty minutes to four hours to place an order, to judge market direction.
