He said "We discovered that a chemical company had been dumping..." and "we held the first hearings on the subject". The implication was that the situation was unknown and unpublicized until he and his staff came along. The overall narrative was meant to show how constituent complaints, in this case from a teenager (he was playing to teens) can lead to something big: they went from her letter, to examining her groundwater, to discovering Love Canal. There was no mistake.........
