ever heard of the 'Greenspan put'? moral hazard pervades the markets around the globe in a major way, and the responsibility lies with Greenspan and various government agencies as well as the IMF, who continually bail out speculators and lenders when their bets go sour under the guise of having to 'save the system'.
in reality it's the old boys network at work, and the 'system' is worse off after these bailouts, as the speculators proceed to take on even more risk.
