Michael, does the word "submitted" in this context mean that the oral arguments took place, or simply that the papers were submitted previously and the parties are awaiting a ruling? In situations with which I am familiar, "submitted" means that the oral arguments were waived. In that event, a decision might come earlier than the usual 30-day waiting period.
