Well, the Washington Beltway is carrying about 4 times the traffic it was built for, so I am not so sure of the chicken and the egg. The main problem is this: unless we outlaw cars, people usually prefer them to mass transit, even when that mass transit is convenient. Take Amtrak: only the Northeast corridor would be viable without subsidy, and it is still underutilized. Other routes are just not drawing the business, even though trains are pretty comfortable and convenient for intercity trips, and the fares aren't bad............
