Does this mean talks are falling apart; TPJ will issue verdict this week and case is headed appeals and may even be supreme court?

I think the clowns at DOJ are trying to repair the political damage. THe backlash may hurt Democrats in November unless something is done.

That is lawyer-speak for "I'm going to be asking for a large punitive $$$ settlement, i.e. a large check made out payable to the DOJ."

This comment by Klein was a "trial balloon" to gauge the reaction to what the DOJ will offer: No breakup, no product change demands, but a large "penalty" that is "commensurate" with the gravity of the misdeeds of MSFT.
