There are 20 million shares outstanding. If they only own 500,000 shares collectively they, won't be much help.

It appears that CIST's largest investors have already agreed to the merger. It's a done deal unless another company makes an offer for more than what CLL offered plus $500,000 (the penalty for rejecting CLL's offer).
