We have a number of observations regarding today's NR from TRKR which makes us feel like we are stooping to tea leaf readings.But we feel this 'jointly announced--licensing agreement" is the product of a carefully crafted statement by both parties to the agreement and with full regard for FCC[or SEC ,whoever oversees these releases] to assure compliance and agreement. We are under no such restraint and relying on past NRs from Tracker and our source input to draw reader's attention to what ISN'T in the release but can be inferred or speculated upon.. The fact that the agreement was completed at all ,tells us that some settlement with the International Association of Police Chiefs {IACP} must have been accomplished and all monies due have been paid by TRKR.We see no other way that this agreement could have been accomplished. We can only hope that this will open the way for the support of the IACP as other State Police Associations may wish to form a similar alliance with Tracker- but have no information that such support was agreed to. While the agreement specifically mentioned the use of the Tracker system in the recovery and identification of bicycles, it goes on to say that it also "grants to Tracker Corporation the use of the Foundation's name, co-marketing efforts, trademarks, and certain other property in connection with the sale and marketing of Tracker's property identification and recovery products and services." This adds a whole new dimension to the value and possible revenue potential of this agreement.If we extrapolate the number of articles which TRKR can be used to identify and recover to include all the articles[eg.TV,radios, cell phones, computers, etc.] that potential users could individually mark and protect with the Tracker technology, than the revenue obtained by the joint agreement grows exponentially. We note the absence of any mention of the possible gross revenue of this agreement and feel that that is a proper ommision. No one can guarantee what that revenue will be. It has been posted many times that the bicycle program might[based on the previous program run in Florida] produce revenues of 20 million dollars.Now add to that ,the revenue gained in extending this program to other items ,as we have suggested, and all estimates go out the window. We, personally. feel that the Florida experiment[if we may call it that ]must prove itself in the coming months. If it is as successful as we hope ,then other state Police should probably be expected to join the program. This is a first and very important recognition of the credibility of Tracker technology and its management's reliability to have reached this agreement. An important milestone..The unfortunate delay in reaching this point has probably dampened the stock market's initial enthusiasm of the announcement but we believe in time the significance will receive the attention it deserves. Having said the above, we still believe that any MAJOR immediate upward move in the stock price will only occur after a Corporate contract is announced. Fran Daniels, the very capable IR agent for TRKR, has stated that the new web site should be in operation before the month's end and that shareholders will be able to survey more closely the affairs of the company at an easy and reliable site. But naturally it will be the fundamental events that will affect the revenues and earnings of the company that will in the end determine the stock value of TRKR. There have been RUMOURS[please remember when we use that word we imply that we have no confirmed sources] that a major corporate announcement may also be released before month's end.THAT ,we feel ,will be the rocket fuel that will really start the upward momentum needed to take Tracker to new market heights which we believe will be sufficient to achieve the required elements for listing on the NASDAQ Big Board. A fine beginning today of what should be a long and rewarding history for this company.Its been a tough slug -no overnight success story.But we salute Mr Lewis and his management team in this initial successful moment.
