[Winstar Receives Second Major Federal Contract]

Company Selected to Share Up to $200 Million Award to Supply Data and Local Voice Services to Federal Government Offices in Los Angeles with Pacific Bell

WASHINGTON, D.C.--(BUSINESS WIRE)--March 27, 2000--Winstar Communications, Inc. today announced that it has been awarded its second Metropolitan Area Acquisition (MAA) award from the General Services Administration's (GSA) Federal Technology Service (FTS). Under the four-year contract, which includes four additional one-year options, Winstar is one of two companies selected to provide data and local switched voice services, as well as dedicated transmission services, to government users in Los Angeles, CA. The potential value of the awards is $200 million in the aggregate over eight years for approved carriers. Pacific Bell is the other approved carrier.

On Friday, Winstar announced that it had received a sole source MAA contract with the potential value of $100 million to supply voice and data services to federal government users in Cincinnati. All previous awards have been made to incumbent local exchange carriers or AT&T.

"These two government awards, which we received in separate bids over a period of just two days, are a validation of the quality and reach of our broadband network and the services we deliver," said William J. Rouhana, Jr., Winstar chairman and chief executive officer. "We look forward to the opportunity to provide government users in Los Angeles and Cincinnati with the same broadband voice and data services that we offer to thousands of private-sector businesses throughout the nation and abroad."

The MAA contract allows Winstar the opportunity to offer new technologies and services, as they become commercially available, ensuring that government users can benefit from the same technology enhancements and cost savings as the private sector. Eligible users include federal agencies, federal contractors and certain federally supported universities and laboratories, among others.
