Algor's policy in Russia was a failure and his efforts to reinvent government were failures. The success of his effort to reinvent history remains to be seen.

The only worth while government "reform" would be to find a way to to hold those responsible for failure accountable (the prime directive in private enterprise ).

Since that is practically, and probable even theoretically, impossible, the only rational course is to confine government activities to an absolute minimum.

You must remember that AlGore was given Russia as his portfolio. He ran the show according to himself. Now he wants US to forget about it.
