That's because libraries are taxpayer funded entertainment centers. They are no longer places to do research.

Speaking of courtesy. Have you noticed that people are a lot louder in the library these days and that hardly anyone enforces being quiet?

Yes, I have noticed. But libraries have changed in many other ways, which may account for the different behavior.

BTW, have you noticed that many people who are Jewish find the quiet in Christian churches a bit eerie? Once again, it is context and expectations that help to form what is appropriate.

I am not suggesting that these expectations should not be shaken up now and then. I simply mean that it's like grammar: You have to know and understand the rules to break them and you break them for good reason, not merely for the fun of doing so.
