As usual, we manage to find ourselves on much the same page.........<VBG>>......Since it is "theoretical", the reason I used breast- feeding was because it is not inherently offensive to many, or even to most in context, and it enjoys widespread approval. Thus, it is a good case study for issues surrounding discretion, courtesy, and the resolution of public conflict.......

imo, Asking...no, requiring a Woman to Nurse, "discretely" is an example of society's deep resentment for the obvious child...The Woman.

Women internalize this male denigration in it's most subtle forms...I think it's unacceptable to send the message to Mothers..."You are doing a disgusting, distracting and unpleasant task...please do it elsewhere...!" ...[-and WE will force, no require, you to comply, by ordinance..."]
