did you try doing what the error message suggested? "Please close the application using the file and launch Uninstall Shield again"

looks like that vivalink.exe is running in the background or from start up. if this is the case, you can try ctrl+alt+del. if you see it there running, highlight it then shut it down by clicking end task. if you don't see it there, try win98 system configuration utility ( #reply-12132833 ) to remove it from start up. i don't recognize the app, but sometimes an icon shows up in the systemtray that you can right-click on and choose shut down.

once it's turned off you should be able to run the uninstall shield.
