My supposition would be that they are laying out the areas they are willing to negotiate: obviously DOJ won't just say, "Okay, that sounds good."

Toney,
I suspect they will break off the browser and sell it separately...and make even more money.
The consumer and taxpayer will pick up the tab as usual.
Then they will agree to a few points about "not forcing" people to buy their products.
They will only open source code if absolutely necessary.
