Here is my proposal for creating and fostering competition
in the OS area:

The courts should decide how many companies can sell an OS,
and in what proportion - say for 5 years. So, any time you
want to install an OS on your PC, you should send in an
application to the govt. and you'll be told, by some random
drawing, which OS you are allowed to install. Essentially,
in the form of an authorization letter. You could take that
to your PC dealer and get the PC with the right OS.

There will be due process also to have the proportions
changed, and some hardship clauses. Basically, an appeal
process through your Congressperson. The details will be
fleshed out sooner or later.

I know it will work. Other nations have tried it before.
USSR and China, to name a few. It's pro-consumer. Market
forces will take care of the rest.
