Vienna (Platt?s) ? OPEC ministers are closing in on an agreement to raise output by 1.716 million barrels per day, an OPEC delegate said today. Ministers are widely expected at their formal conference later today to agree on a partial relaxation of their crude output cuts of 4.316-million barrels per day. A number of OPEC delegates have said that the possibility of effectively reversing the March,1999, tranche of the cuts, equivalent to 1.716-million barrels per day, was the front-runner among the scenarios being discussed. One of the delegates said earlier today that the easiest way for OPEC to agree on new production quotas would be for the March,1999, reductions to be added to production levels defined under the previous output-cutting agreement in June,1998.
