Briefing.com wrote a piece on that phenomenon a while back. Seems they sometimes rush out the up/downgrade but it takes a few days for the back office to re-run the numbers with the new assumptions. New targets can come out up to a week latter.

I wonder why ML's target is only 65 when Neff and Niles both have the 12 month target at 80?? Maybe ML thinks that they shouldn't (for now at least) get too far ahead of the IPO price of 38 that they helped to set?

Or, maybe they think that PER of 309 based upon May '01 earnings:

(based upon a price of $65) is all the public will swallow
for now.
