I.J. has been saying this all along; the QCOM 3G path for CDMA is the simplest and cheapest. The problem as we all know has been GSM FUD; the question is; will the various carriers see through it? History is relatively gloom on the subject (my interpretation of it anyway, I've always been a glass-is-half-empty-guy) but perhaps if they ever put all the costs: including missed opportunity costs, on the table, QCOM will win. But that's a big if.
