Fred they will take market from cisco but it will probably not hurt them as the market is growing really fast. The problem is that it will take them years to grow into this valuation. Long before that happens their routers will be a thing of the past. The high end routers will be all optical. That I know of they are not moving that direction. They are likely to be a dead company long before they can justify their current market cap if they don't make the move to optical - and that is a very expensive move to make in R&D $'s and time. For only 4x jnpr's market cap you can buy NT and get 15 B in sales. They also have a very strong optical focus.
