Guess you missed an earlier post. TWE has hired and begun training of 500 broker qualified staff to man the phones. There is at least a 90 day delay before they can be used. That shows that improvements are in the works.

TWE also has been trying to move the Canadian market rules toward the American rules. Their Parliment needs to change some fundamentals. The requirement for all trades to go through a human broker being the easiest to change.

The IPO money seems to be still being spent (IMHO) slowly toward improving the servers/routers/storage that will enhance performance of the computer e-trades. I see a problem here ... storage should be EMC a leader in the field that will help them anticipate needs. Same with servers and routers. TWE is not anticipating needs before they arrive, but reacting to them as problems. Inexperience of the companies putting together the system seem to me to be a problem across the board. My guess is that the manager of the tech. stuff is restricted to using companies that are beneficial to the home country.

Just an amateur so consider my opinions carefully.
