ATHY & EDS news: EDS and AppliedTheory to Deliver Web-enabled Workforce Systems for State And Local Governments; Internet System Will Streamline Delivery of Employment and Training Services PLANO, Texas and NEW YORK, March 29 /PRNewswire/ -- EDS (NYSE: EDS - news) and AppliedTheory Corporation (Nasdaq: ATHY - news) today announced a joint marketing alliance that will combine the two companies' technology expertise on key public sector projects. The alliance was forged to offer the highest quality services that fulfill the technology component of the Workforce Investment Act (WIA). One of the main directives of WIA federal legislation is to create and implement a ``One-Stop Operating System,' or OSOS, making available through state and local governments a wide array of job training, education and employment services at neighborhood career centers. AppliedTheory developed and implemented the only federally funded OSOS, now in use by America's Job Bank, the nation's largest employment database. The new marketing alliance with EDS will allow AppliedTheory to help America's Job Bank and the Dept. of Labor to proliferate this OSOS rapidly and reliably at the state and local level. ``Our combined core competencies enable both companies to achieve more together in this important market,' said Dr. Richard Mandelbaum, AppliedTheory CEO. ``Our specific expertise in workforce development implementation for America's Job Bank will be greatly enhanced by the particular strengths EDS brings in systems integration, project management, business process analysis, information systems development, network computing and database design.' For instance, the new system will track all job training an individual has acquired. Therefore, when particular jobs become available, job seekers with the relevant training can instantly be matched to them. Or, if daycare is a priority for a particular job applicant, information from Health and Human Services can be accessed immediately through the same OSOS. ``The WIA legislation calls for a significant change in the delivery of services to job-seekers and employers throughout the country. The EDS/AppliedTheory alliance leverages EDS' proven expertise as a systems integrator for state and local governments and Applied Theory's industry leading OSOS technology. Signed into law last year, the WIA requires states to automate employment systems by July, 2000. Each state contract will require a significant investment in equipment, software and project management in order to integrate legacy systems with America's Job Bank. For work carried out under the marketing agreement with EDS, AppliedTheory will complete any database customization and network configurations, install the OSOS software and integrate the OSOS with America's Talent Bank. EDS will develop and manage the implementation strategy for each state, develop custom interfaces between OSOS and state legacy systems, provide data conversion services and coordinate hardware and network acquisitions.
