What do you mean by "Athlon will be moved into faster processes more rapidly"? Do you think 0.13u Athlon (whatever it's called) will show up well before Northwood (0.13u version of Willamette)?

It is a lot easier to move a mature design to a new process, than a brand new one. I believe AMD has already manufactured 0.13 parts, so it seems very likely that they will be there first. Also, AMD has already worked out their copper manufacturing issues.
