I've always taken for granted that interest is earned on all of the cash balance

Check your account agreement, it probably states that you only earn interest on the "free credit balance".

About the T-bills, isn't there an inherent risk on the bond prices itself?

If using short term T-Bills instead of bonds any market fluctuation will be negligible and should not be a factor in your strategy.
