I see where my comments may have created some confusion. I was referring to an agreement SEG makes with a broker who has been licensed on an exchange. Yes - SEG is not a broker. However, they do act as a portal for investors who want to conduct transactions with brokerage firms listed on each exchange. The Brokerage firms are the ones who have to fill out all the necessary forms and abide by the exchange regulations etc. - Not SEG. As a result, SEG is not bound by the filing requirements and time delays that other new brokerages (such as Charles Schwab and others) would be if these new brokerages wanted to gain access to a new exchange.
