U.K. duo consolidate in Japan for 3G bid

BT and Vodafone have reorganized their Japanese cellular holdings in collaboration with Japan Telecom in preparation for the allocation of 3G licenses in April.

The nine J-Phone regional cellular operators in which Japan Telecom has majority control will be incorporated into an existing joint venture between the three companies for third generation technology development, called IMT-2000 Planning Co.

The companies will invest œ4.2 billion ($6.7 billion) in existing and planned J-Phone operations.

"It's all geared to mobile multimedia services," said a BT spokesman.

The new company will be called J-Phone Communications Co, and will hold over half the shares in the nine regional companies.

Japan Telcom will take a 54% stake in J-Phone Communications. Vodafone, which bought stakes of at least 20% in each regional operator from Cable & Wireless in October, will hold 26% of the new company. BT, which will contribute its small stakes in the nine companies, will get 20%.

J-Phone Communications will take over strategic planning, marketing and technology development for the nine companies. It will bid for one of three third generation licenses being allocated on a 'beauty contest' basis by the Japanese government from 3 April.

BT currently holds a 14.9% stake in Japan Telecom, which became the sole Japanese distributor of Concert services last week.

The J-Phone companies cover nine regions: Tokyo, Kansai, Tokai, Kyushu, Chugoku, Tohoku, Hokkaido, Hokuriku and Shikoku.

BT and Vodafone are currently separately chasing third generation mobile licenses in the U.K. At the close of bidding on Thursday, BT led the bids for license B with œ1,924,800,000 ($3 billion). The next bid for that license alone must be over œ2 billion ($3.2 billion).
