Well actually this doesn't seem to be a problem so long as I use limit orders.

In fact I often seem to be able to scalp a point or two on Rambus when its fairly static. I wait till the stock is near the middle of its trading range over the last 15 mins and the spread on Island is at least 3 points, I guess indicating a short term reduction in liquidity.

I put a limit buy in at 1/4 point above, and a limit sell in at 1/4 point below the Island prices. Usually under these conditions both execute within about a minute, due to the "noise" on an otherwise static price, leaving me with a 2 1/2 point profit.

Of course sometimes only one half executes due to a larger movement in price (typically about 20% of the time) then I have to cover PDQ.
