If the error message still occurs after following the instructions in step 1 or it does not apply, use System File Checker to extract the missing file from the Windows 98 CD-ROM as follows:

Click Start, point to Programs, point to Accessories, point to System Tools, and then click System Information.

On the Tools menu, click System File Checker.

Click "Extract one file from installation disk," type the name of the file you want to extract in the "Specify the system file you would like to restore" box, and then click Start.

In the Restore From box, type the path to the Win98 folder on the Windows 98 CD-ROM. Type the destination folder in the Save File In box if necessary, and then click OK.

Click OK, click OK, and then click Yes when you are prompted to restart your computer.

re "I noticed my CTL3D.DLL file was nowhere to be found"

i emailed this file to stephen and he said he saved it to disk and rebooted and all went well. it was a small file and it seemed like a good and fast way to go.

but imo, the answer provided by appro ( #reply-13327881 ) was excellent (and best) and right on the money. using system file checker (sfc) to extract the missing file from the win98 cd-rom is the way to go. i have never done so, but i believe this is a huge upgrade over the win95 extraction process. sfc can also be used to verify the integrity of your system files and to restore corrupt files.

follow the clickstream in appro's post and visit sfc and the entire array of system tools and information.

and re "there is no reward offered for helping me find this missing file, but I will attempt to do a good deed within the next 24 hours somewhere on the planet"...
